Citation: While waiting on the plant to perform pre-operational inspection I observed the following non-compliance. Before the plants pre-operational inspection of the slaughter floor and slaughter floor equipment I observed starting to break down a bovine so that it could be taken into the processing room and further processed. The processing room was in the process of having its pre-operational inspection, and I informed that the pre-operational inspections need to be performed before they start their operations. This document serves as notice of non-compliance within Federal Regulation 9 CFR 416.13(a). Regulation 416.13(a) states that, "Each official establishment shall conduct the pre-operational procedures in the Sanitation SOP's before the start of operations."
