Citation: At approximately 1545 hrs I observed the following non-compliance. I manually took the temperature for ground beef that was being packaged. I observed the temperature of the ground beef to be 49 degrees Fahrenheit. The plants HACCP plan states that [redacted]. I discussed this with a plant employee () and he told me that he was informed to package the product even though they new it was over the critical limit of degrees Fahrenheit by [redacted]. I informed - that he needed to take the proper corrective action, and that I would discuss the issue with plant management. took the proper corrective action of re-chilling the product to an acceptable level. The plant has failed to keep the product at an adequate temperature to prevent the growth of pathogens and failed to implement a corrective action. This document serves as notice of non-compliance within Federal Regulation 9 CFR 417.2(c)(5). 417.2(c)(5) Include all corrective actions that have been developed in accordance with 417.3(a) of this part, to be followed in response to any deviation from a critical limit at a critical control point;
