Violation: 417.2(c)(6), 417.5(a)(2)

Citation: At 1015 hours during an unscheduled 03J01 procedure the following noncompliance was noted. On the Carcass Monitoring Log dated last Tuesday 09/13/11 under CCP B8 ([redacted] Spray Application) a check mark is written on the form designating that the carcass and variety meats on a sheep being monitored was sprayed. The establishment is operating under a Verification Plan dated 09/08/11, an actual value for the [redacted] CCP-B8 must be recorded, which would be [redacted] as referenced in their scientific documentation "[redacted], dated [redacted]. Additionally, the monitoring procedure under CCP B-8 has not been changed to reflect this information submitted and accepted by the District Office. No corrective action on this finding was initiated by the establishment as witnessed by acceptable entries on both the Pre-shipment and Record Review Log for that date and the Weekly Verification Log. This is in violation of 9 CFR 417.2(c)(6) and 417.5(a)(2), actual values must be recorded on observations obtained during monitoring and CCP procedures and critical limits must be revised when changes are made in scientfic documentation referenced. Further investigation revealed no linkage with respect to previous noncompliances with the same cause in the recent past.

Regulation:

417.2(c)(6) Provide for a recordkeeping system that documents the monitoring of the critical control points. The records shall contain the actual values and observations obtained during monitoring.

417.5(a)(2) The written HACCP plan, including decisionmaking documents associated with the selection and development of CCP’s and critical limits, and documents supporting both the monitoring and verification procedures selected and the frequency of those procedures.
